A rough translation of the 10th is: The federal government has certain authority under the Constitution; things not specified for the federal government are left to the states or to the people. It means that the federal government may do the small number of things listed (enumerated) in the Constitution, but no more. States, in turn, have a duty to push back if the federal government grabs for more power than is specified in the Constitution.
